TMC Guidance Document Revised

The Special Education Services Division has revised the existing guidance document specific to the Individuals with Disabilities Education Act (IDEA) timely and meaningful consultation (TMC)
process. The revised document, entitled IDEA Proportionate Share Services for Parentally Placed Nonpublic Students with Disabilities (November 2015), is available for review on the Special Education Services webpage at Overall, the referenced revisions reflect the shift from a verification process based on the annual submission of TMC documents by all Illinois districts to an annual audit of a percentage of school districts, as detailed within a previous message to the field.

Residential Treatment

In an attempt to further support parents and families during the challenging times of discussing residential treatment options for their children, a guidance document has been created by the Illinois Childrenís Mental Health Partnership (ICMHP) to assist in this process.  This handbook is available at ICMHP website ( and also available on the Illinois State Board of Educationís Special Education webpage ( Please keep this guide available to distribute to families when you are in conversations regarding these possible residential options during IEP meetings.  It is a very thorough review of the options, questions, and systems available for families.  Please distribute accordingly.

Individualized Education Programs (IEPs) and Common Core State Standard (CCSS) Alignment

The Illinois State Board of Educationís adoption of new, more rigorous learning standards for Math and English Language Arts, known as the Common Core State Standards (CCSS), creates a need for changes to the goals section of studentsí Individualized Education Programs (IEPs).

The Special Education Division has created a guidance document to assist districts and cooperatives in aligning to the grade level CCSS, ensuring that students have access to the grade level general education curriculum, thereby facilitating appropriate instruction and learning of grade level content as measured through state and district wide assessments.  For this document, please see

Please find the 2012-13 Special Education Funding and Child Tracking System (FACTS) Approval Procedures by clicking on the following link  Please note that these instructions will be modified as we progress through this school year due to new reporting requirements and enhancements made to iePoint>2013.  Revisions will be sent to you as changes occur.

Per the 2012-13 Special Education Transmission Calendar the first required FACTS transmission will be Friday, October 12.

The notable changes in these instructions are:

  • Page 1:  December 1st Special Education Child Count will be on Friday, November 30, 2012 due to December 1st  falling on a Saturday.

  • Page 44:  Language change on code #07 for students who had initial eligibility determinations completed beyond the 60 school day timeline.
